Theory of Change vs Logic Model

How to choose between two common planning and evaluation tools.

Theory of Change

Use this lens when it best clarifies the decision, behaviour or system condition you are trying to understand.

Logic Model

Use this lens when it better fits the level of action, evidence or participation challenge in front of you.

Decision guide

Main questionTheory of Change asks why and how change is expected to happen. A Logic Model shows the chain from resources to activities, outputs and outcomes.
Best useUse Theory of Change for assumptions and complexity. Use a Logic Model for communicating programme components clearly.
Combine themDevelop the theory first, then create a logic model as a simpler operational summary.
CautionNeither diagram proves impact. Evidence still needs to be collected and interpreted.
